for the nation under romney care in massachusetts. after a terrible first few weeks on the federal healthcare.gov website, the obama administration now says the site is working for most people most of the time, which is what they were hoping for by december 1. if the health care website is, in fact, working that much more smoothly, that should smooth the way for more people to get enrolled across the country. in the first nine weeks, in general, states running their own exchanges, kentucky included, they have done better than states that are not running their own exchanges and letting the federal government do it. but as the federal system works these kinks out, the numbers are going to keep going up. they're going to keep going up and up, even in places like mississippi, even in places like mississippi, which has done everything it can to ruin its own citizens' chances of getting health insurance, even to the point of unplugging what they had, which was working, which they designed for themselves. even in a state like mississippi, where the governor has been doing everything he can in his po

? >> not perfect indeed, tyler. after five weeks of intensive work to try to get things up to speed, the obama administration says they cannot accommodate up to 800,000 users a today, 50 thousands at a time. if you go on healthcare.gov this morning, you will find yourself waiting in a queue. they do now, as part of their technical fix, have a queueing system that will hold your place in line and get back to you. nonetheless, the site overwhelmed as we entered the peak pertain for people who want to enroll before january 1st. at this clinic in philadelphia, the queue clinic, hakeem has been helping people sign up. he says it is night and day on the site. over the last few days, he says, it's been very smooth and he's been able to help people sign up online start to finish and for a time has felt like he's making progress. >> it tax like two minutes to get the results. this is what ear eligible for, would you like to enroll, and choosing a pair, some plans and premiums. it works very well now. so it's exciting that people can come in and in like, half an hour, find insurance. it's rewarting. >>

. >> it wouldn't log me in. >> reporter: it took me more than two weeks after the launch just to create a user name and sign in. and the problems didn't end there. to fix the troubled site the obama administration enlisted the help of tech talent and the president put management conseltsent jeff ziens in charge. after 400 individual repairs later the administration announced it met their self-imposed deadline saying the website's error rate has fallen to well under 1%. >> the bottom line, healthcare.gov on december 1st is night and day from where it was on october 1st. >> reporter: and what a difference two months have made. the administration's progress report says the site can now handle up to 800,000 visits a day. logging in now, the website does run smoothly for me. i was able to go through all the steps of signing up and comparing plans. >> i got through the whole process in about eight minutes. >> reporter: so was cnn medical producer matt slone. he did get an error message at one point but hit refresh and the problem went away. still more work needs to be done. officials expect a surge
